ICAC Awareness for Public Officers
The Independent Commissioner Against Corruption (ICAC) and the Office for Public Integrity (OPI) are designed to safeguard and enhance confidence in the integrity of public administration in South Australia.
ICAC regularly holds awareness sessions, workshops and seminars to assist public officers and public authorities to comply with their obligations and prevent corruption, misconduct and maladministration in public administration.
This information and awareness seminar was conducted by the Commissioner himself, The Hon. Bruce Lander QC. The Commissioner described the role and functions of ICAC and the OPI, and explained the reporting obligations all South Australian public officers and public authorities must follow.
The Hon. Bruce Lander QC Biography:
The Independent Commissioner Against Corruption, the Hon. Bruce Lander QC, deals with the realities of poor culture, process and governance in the public sector.
On 19 February 2013 the Honourable Justice Lander was announced as South Australia’s first Independent Commissioner Against Corruption. The Hon. Bruce Lander QC was admitted as a Barrister and Solicitor of the Supreme Court of South Australia in March 1969. He practised as a solicitor until 1981 when he signed the Bar Roll. In 1986 he was appointed Queen’s Counsel.
In November 1994 he was appointed as a Judge of the Supreme Court of South Australia. He remained a Judge of that Court until he was appointed a Judge of the Federal Court of Australia on 14 July 2003. In January 2004 he was appointed an additional Judge of the Supreme Court of the Australian Capital Territory. In December 2008 he was appointed a Judge of the Supreme Court of Norfolk Island.
In November 2005 he was appointed a Deputy President of the Administrative Appeals Tribunal for a term of five years and was reappointed in 2010 for a further term. In April 2013 he was awarded an Honorary Doctorate of Law by Flinders University for his contribution to the law and the university.

Mr Ian Nightingale is the Industry Participation Advocate, his role is to further the aims of Industry Participation Policy to ensure local businesses leverage maximum opportunities from the $3.8 billion of contracts let annually by the State Government.
This includes reforming procurement policies and practices to ensure that local businesses are not disadvantaged and that the benefits of buying locally are taken into account when assessing the relative value of applications from local business.
An important part of his new role is to build the awareness across Government agencies about what South Australian companies have to offer.
This is not about special treatment or a price preference rather it is about opportunities recognising the important contribution local companies make to the South Australian economy. Many SA companies are leaders in their field and it is his vision to use this new role to help build and maintain the skills and capabilities needed to successfully compete for Government contracts at the same time building competitiveness of local companies in other markets.
Often there is confusion between value for money and least cost. Value for money can take into account other benefits such as jobs, whole-of-life costs including maintenance, servicing, quality and importantly ongoing supplier relationships.
Mr Nightingale believes the independence of the Office of the Industry Advocate allows him to be a catalyst for change, listening to industry concerns and recommending action to government on procurement reforms.

Chris Oerman joined the Department of the Premier and Cabinet (DPC) in November 2012, as the Executive Director, Government Services Group (consisting of Shared Services SA, Service SA and eGovernment). This role supports the development and implementation of a cohesive strategy for improving service delivery and across-government public sector services.
Chris has over 30 years’ experience in the South Australian public service in central and line agencies leading the corporate function and performing senior roles in human resources, industrial relations and organisational improvement.
His committee work includes:
