Unpacking the externalities of Electric Vehicles: Who wins, who loses, and what role for government?

The uptake of Electric Vehicles (EVs) in Victoria and Australia continues to proceed at a snail’s pace by global standards. Why is this? Should governments be acting to incentivise uptake? What impact might Victoria’s recently announced Zero Emissions Vehicles plan have? And, aside of the direct impact on greenhouse gas emissions on our roads, what might some of the broader costs and benefits of increased uptake be?

This Chatham House session will provide opportunity to hear from two experts in the field, and for participants to discuss concerns and ideas. For example, are EVs a useful support mechanism for energy grid stability? Do EVs provide opportunities to shift taxation from fuel excise to road user charging? Should governments be focusing on personal use vehicles or looking to roll out cleaner door-door mass transit?
