Penny Croser

Courts Administration Authority (CAA)
Penny Croser commenced as State Courts Administrator, Courts Administration Authority (CAA) in June 2021. Her most recent role before that was Executive Director Social Policy at the Department of Premier and Cabinet in Victoria.
Penny has more than 20 years experience in the public sector, starting as a graduate in the Australian Public Service in the Department of the Prime Minister and Cabinet. She worked briefly in South Australia for the Crown Solicitors Office negotiating Indigenous Land Use Agreements. Penny has led strategic public policy in a diverse range of sectors, predominantly justice and education. Key reforms Penny has led include child information sharing legislation, police policy and intergovernmental relations.
Penny also has operational and implementation experience, working on Fire Services Reform in the UK, the Office of Correctional Services Review and now at the CAA. One of the most defining experiences of Penny’s career was being a founding member of the Victorian Bushfire Reconstruction and Recovery Authority after the black Saturday bushfires in 2009.
Penny has a Masters in Public Policy from London School of Economics and Political Science, and a Bachelor of Laws and Bachelor of Science from Flinders University.
