Public sector leaders are often required to make decisions that address today’s priorities while shaping outcomes that may not be realised for years, or even decades.
IPAA SA welcomed Ben Bruce, Chief Executive of the Department for Environment and Water, for an engaging conversation exploring the leadership challenges of navigating competing priorities in an increasingly complex world.
Drawing on his experience leading South Australia’s response to major drought and flood events, advancing water security and managing complex environmental and policy challenges, Ben shared insights into leading through uncertainty, making decisions where there are rarely straightforward answers, and maintaining a long-term perspective in the face of immediate pressures.
The conversation explored strategic leadership, collaboration, decision making and long-term thinking, offering practical reflections for public sector professionals navigating complexity in their own roles. Attendees also had the opportunity to ask Ben questions and continue the discussion under the Chatham House Rule.

Ben Bruce
Chief Executive
Department for Environment and Water
Ben Bruce was appointed on the 12 December 2023 as the Chief Executive of the Department for Environment and Water.
Ben holds a Bachelor of Science (Biological Sciences), a Master of Science (Ecological Management) and a Graduate Certificate in Management.
Some of Ben’s career highlights include:
• establishing and leading the State’s whole of Government drought response program during South Australia’s worst drought in recorded history;
• Playing a lead role in the creation and establishment of the Goyder Institute for Water Research;
• Representing South Australia in the management of the Murray-Darling Basin,
• Playing a key leadership role in the successful management of the 2022-23 River Murray flood event by the South Australian Government.
